EMS Compact Commission Invites Public Comment on Proposed Rule Changes, Sets Vote for November 5, 2025

Purpose of the Proposed Rules

The proposed rules strengthen state sovereignty in EMS licensure decisions and ensure that all EMS clinicians practicing across state lines meet uniform standards established by state law.

The rules create a Provisional Privilege to Practice (PTP) status, which allows Remote States to promptly review and decide whether to grant or restrict a clinician’s Compact privilege. Remote States would apply this provisional status in cases where:

  • A state issued a license after joining the Compact that does not meet full Compact requirements.
  • A clinician did not hold a valid NREMT certification at the time of licensure.
  • A clinician did not complete a biometric criminal records check.
  • A license carried administrative restrictions, probation, or other disciplinary conditions.

By establishing this provisional process, the Commission reinforces its commitment to preserving the trust, integrity, and confidence in the EMS Compact while upholding state authority in licensure decisions.

  • Public Testimony: To testify at the November 5 hearing, individuals must submit a written request at least five (5) business days before the meeting.
