Stakeholder Advisory Committee of the Interstate Commission for EMS Personnel Practice

History of the Committee

The Stakeholder Advisory Committee was formally established by the Interstate Commission for EMS Personnel Practice (EMS Compact) on October 16, 2024 and meetings are expected to be scheduled starting in Q1 of 2025. This committee was created to strengthen collaboration between the Commission and key national stakeholders in the EMS community. It provides a structured and official forum for these stakeholders to advise the Commission on matters related to the interstate practice of EMS clinicians across the United States.

Purpose of the Committee

The Stakeholder Advisory Committee’s primary role is to offer guidance and insight on issues relevant to the Commission’s mission of improving interstate EMS personnel practice. While advisory in nature, the Committee’s recommendations are invaluable to ensuring that the perspectives of diverse organizations are considered in decision-making processes. The Committee meets at least twice annually and helps foster strong relationships between the Commission and national EMS stakeholders, enabling shared progress on initiatives that benefit EMS clinicians and public safety.

Legislative Authority

The authority to establish the Stakeholder Advisory Committee is granted by Section 10.11 of the EMS Compact legislation. This section authorizes the Commission to appoint committees, including advisory committees, that are composed of members, state regulators, and other interested persons such as representatives from national EMS organizations and consumer groups. The Stakeholder Advisory Committee operates under this authority, providing a formal channel for stakeholder input while maintaining the Commission’s commitment to transparency and collaboration.

Section 10.D.11: To appoint committees, including advisory committees comprised of members, state regulators, state legislators or their representatives, and consumer representatives, and such other interested persons as may be designated in this compact and the bylaws;

Membership

The Committee includes representatives from non-government organizations (NGOs) that play significant roles in EMS. The organizations invited to provide a delegate include, but are not limited to:

  • American Ambulance Association (AAA)
  • American College of Emergency Physicians (ACEP)
  • International Association of EMS Chiefs (IAEMSC)
  • International Association of Fire Chiefs (IAFC)
  • International Association of Fire Fighters (IAFF)
  • National Association of EMTs (NAEMT)
  • National Association of EMS Educators (NAEMSE)
  • National EMS Management Association (NEMSMA)
  • National Registry of EMTs (NREMT)
  • National Volunteer Fire Council (NVFC)
  • Commission on Accreditation of Medical Transport Systems (CAMTS)
  • Association of Air Medical Services (AAMS)
  • National Association of State EMS Officials (NASEMSO)
  • U.S. Senate Majority Leader, or Designee
  • U.S. Speaker of the House, or Designee

The Committee is chaired by a Commissioner who also serves on the Commission’s Executive Committee, ensuring alignment between the Stakeholder Advisory Committee’s recommendations and the strategic goals of the Commission.

Transparency and Participation

As a governmental body, the Interstate Commission for EMS Personnel Practice operates with full transparency. The Commission welcomes the participation of any national EMS association or organization that is an NGO and desires to contribute to the Committee’s work. If your organization is not currently recognized as a member of the Stakeholder Advisory Committee and wishes to participate, please contact the Executive Director with a formal letter of request.
