Position Statements
The Interstate Commission for EMS Personnel Practice (ICEMSPP), as a governmental body, develops official position statements on key issues impacting EMS clinician practice, interstate mobility, and public health. These position statements provide guidance for the profession, reflect the Commission's stance on significant regulatory topics, and inform policymakers and the public.
ICEMSPP Position Statement Development Process
-
Identification and Approval: When a critical issue relevant to EMS clinician practice or interstate compact operations is identified, the topic is reviewed and approved by the Commission. Approval signifies that the issue warrants a formal stance to support EMS clinicians and member states.
-
Discussion, Workgroups, and Research: The Commission reviews the issue and develops a draft position statement. The research and development phase frequently includes a workgroup, committee or panel comprised of experts in EMS practice, policy, and regulation. This panel conducts in-depth research, gathers data, and develops a draft position statement that addresses the identified topic comprehensively and accurately.
-
Public Comment Period: To ensure transparency and inclusion, the draft position statement is posted on the ICEMSPP website for public review. EMS clinicians, agency leaders, state officials, and the public are encouraged to provide feedback, ensuring the final position considers diverse perspectives across the EMS community.
-
Revision and Final Approval: Following the public review period, additional feedback is incorporated, as necessary, and a final draft position is submitted to the Commission for final approval. Once approved, it becomes an official ICEMSPP position, guiding EMS clinicians and agencies on the issue.
This inclusive, structured approach ensures that ICEMSPP position statements reflect the needs and insights of EMS professionals, support regulatory consistency across states, and promote the highest standards in EMS practice.
