WASHINGTON (27 APR 2026)— The Interstate Commission for EMS Personnel Practice today announced the appointment of Donna Doyle, Deputy Director and Paramedic Administrator of the Delaware Office of Emergency Medical Services, as Delaware’s Commissioner to the United States EMS Compact.
Commissioner Doyle brings a distinguished 35-year career as an emergency responder, complemented by more than 15 years as an educator, with a strong foundation in leadership and organizational effectiveness. Her sustained service in high-pressure operational environments has built deep expertise in interagency coordination, public safety systems, and the disciplined execution that effective regulatory work demands.
Across her career, Commissioner Doyle has led teams and managed complex organizations, building a reputation for fostering innovation, strengthening stakeholder relationships, and driving mission-focused outcomes. As Delaware’s Commissioner, she is focused on advancing the goals of the EMS Compact by promoting interstate cooperation, enhancing workforce mobility, and supporting policies that expand access to high-quality emergency care.

Delaware and the EMS Compact
Delaware joined the EMS Compact through enactment of the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact (REPLICA), enabling Delaware EMS clinicians to practice across member states in support of routine operations, mutual aid, surge staffing, and disaster response. Commissioner Doyle’s appointment continues Delaware’s active participation in the governance and operations of the Interstate Commission, ensuring the state’s voice is represented in matters that influence interstate EMS personnel practice.
About the Commissioner Role
Commissioners are appointed by their respective state EMS authorities to represent their state in the governance of the Interstate Commission. Each Commissioner is responsible for participating in Commission meetings, casting their state’s non-delegable vote on matters before the Commission, and ensuring their state remains in compliance with the requirements of the EMS Compact. Commissioners play a critical role in advancing the Compact’s mission to protect the public while supporting a modern, mobile EMS workforce.

About the EMS Compact
The Interstate Commission for EMS Personnel Practice is a governmental body established by the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact (REPLICA). The EMS Compact facilitates the interstate practice of EMS personnel while strengthening public protection through coordinated data sharing, real-time notification of disciplinary actions, and cooperative investigations. The Compact currently includes 25 member states, whose legislatures enacted the legislation with overwhelming bipartisan support—3,250 total “YES” votes against 61 “NO” votes, representing 98% legislative approval.
