The EMS Compact Is State Law

Arizona enacted the EMS Compact with Senate Bill 1235 (Laws 2026, Chapter 159), signed by the Governor on June 19, 2026, making Arizona the 27th state to enact the EMS Compact.
Arizona's law took effect on September 12, 2026, and the EMS Compact is in force in Arizona as of that date. Qualified clinicians from other participating states hold a Privilege to Practice in Arizona, and Arizona-licensed clinicians hold a Privilege to Practice in the other participating states.

Current Commissioner Appointment
Gail H. Bradley, MD, was designated Arizona’s Delegate and Commissioner to the Interstate Commission for EMS Personnel Practice by the Arizona Department of Health Services on August 28, 2026, and is officially recognized and seated by the Commission effective September 12, 2026, the date Arizona’s EMS Compact law takes effect. She serves as Medical Director of the Bureau of EMS and Trauma System at the Arizona Department of Health Services, the state EMS authority. Read the appointment announcement.
