Connecticut enacted the EMS Compact as part of an omnibus public health bill. Governor Ned Lamont signed House Bill 5514 (2026 session) into law as Public Act 26-13 on May 14, 2026, making Connecticut the 26th state to enact the EMS Compact.
Connecticut’s law includes a regional activation provision: Connecticut enters the EMS Compact no earlier than one year after the Compact is enacted in at least one of Massachusetts, New York, or Rhode Island. Until that condition is met, the EMS Compact is not in force in Connecticut and the Privilege to Practice is not active for Connecticut. A Compact Commissioner has not yet been appointed.

Connecticut's EMS system serves a densely populated state in the Northeast Corridor, with strong regional partnerships and a long tradition of public health coordination.
